Minutes of North Cockerington Parish Meeting Annual General Meeting held on 31 August 2021 at Alvingham Village Hall.

Noted as Present: Susan Young, Mary Smith, Annette McCracken, Berry McCracken, Nichola Short, Nick Short, Jill Harris, Irene Lonsdale, Arthur Fox, Mavis Dawson, Trevor Hand, Su Tetlow, Phil Tetlow, John Walker, Fiona Barnes, Nikitta Statham, Peter Statham.

Election of Chairperson and Treasurer: Invitations for nominations resulted in Derek Young remaining as Chairperson and Adrian Orpwood remaining as Treasurer for the year 2021/2022. The following agreed to be co-opted members of the Meeting: Nichola Short, Phil Tetlow, John Walker, Irene Lonsdale.

Minutes of Virtual Meeting 31 December 2020: Read and Approved.

Correspondence: ELDC Notification of proposal to communicate relevant Planning Applications electronically to Parish Councils/Meetings for local publication and distribution.

Business remaining from previous Meeting: Water supply to Allotments enabled through award of ELDC Councillor Grant for purchase of water butts for allotment holders

Treasurers Report year ending 31 March 2021:

      1.  Changes to Parish Banking: Following the closure of Charity Accounts by Nottingham Building Society a new account was established with HSBC. Adrian recently received notification that HSBC are proposing to introduce bank charges to Charity Accounts that will significantly impact on NCPM revenue.

  • Action: Adrian to consult with Bank to negotiate possible relief from charges.

      2.  Precept for 2021/2022 remaining as previous year (£350)

      3. Allotment fees to remain at £6 per annum

New Business:

1. Allotment Security: Discussion centred on reasons for introducing additional security to the allotment area. The theft of equipment and produce, ease of access and isolation of the allotments were considered as legitimate reasons to justify the introduction of lockable gates and deterrent notices of security cameras.

  • Action: Nick to source cable lock with keypad and notify allotment holders of passkey numbers

  • Action: Derek to print notice "security cameras in operation" and place at each end of the allotments as a deterrent.

2. Bridleways and Footpaths: Noted that some Public Footpaths in the Parish are being used by horse-riders - perhaps in the mistaken belief that they are bridleways.

  • Action: Notice on the website identifying the two Bridleways in the Parish and a request that horses are not to be ridden on Public Footpaths.

3. New Telephone Box library: Fiona described the response for books as fantastic and the library is already being used. There is a need to cut grass and weeds around the box and determine ownership of the land the box site on.

  • Action: Derek will strim the area around the telephone box.
  • Action: Derek to make enquiries to determine ownership of the parcel of land occupied by the telephone box library.

4. Parish Notice Board: Adrian stated that the residual amount of £142.06 left from the Councillor Grant could be used to purchase a Parish Notice Board. Su Tetlow stated that it could be positioned at the Library Box end of Pump Cottage.

  • Action: Adrian to make enquiries for construction of a Notice Board.

5. Map of houses in North Cockerington: Noted that there are regular enquiries by delivery drivers, and emergency services about locations of properties in North Cockerington, (most of which are named, not numbered), particularly Meadow Lane and Chapel Lane.

  • Proposed and Agreed: A map of the area with house names could be displayed on the Notice Board.

  • Action: Nichola to produce a positional map of properties for eventual display on the Notice Board.

6.  Date / Time and Venue of next Meeting:

  • Agreed that two meetings will be held each year; the first in April 2022 will be an Ordinary Meeting starting at 7pm. Exact date to be published.

  • Agreed that the venue is Alvingham Village Hall.
